Minutes of Middlesex Select Board Meeting of November 6, 2007.
Present: Bill Callnan, Mary Just Skinner, Dick Alderman, Cindy Carlson, Mary Alexander, Walter Kelley
Meeting called to order at 6:35 pm.
Doug Lombard has submitted an invoice for summer maintenance for the town hall property. In the past the town has paid $20 per mowing using the town’s equipment, but this year Doug has used his own equipment and did additional work. It was agreed to pay $30.00 per mowing for a total of $600.00.
All orders were signed.
Building Committee Update The building committee agreed at their meeting last night to pursue the purchase of Lot #4 in the Industrial Park as part of the project. The land was purchased in July for $65,000 for the construction of a warehouse. There is an archeology impact on one half of the site which has to be investigated, however, there is enough land to build the fire department on the portion of the lot that is usable. The committee would like to offer up to $85,000 with a $2,500 deposit, subject to approval by the voters for the project. The $2,500 would be money from the building fund which needs Select Board approval. The committee decided to pursue this purchase due to cost and access concerns at the former Morse property site. The former Morse property does not have easy access to the property; site conditions will limit design of the building and site development fees will be heavy. The lot at the industrial park is flat, has an easy access, out of the way and is adjacent to town owned land. The design contract does not include site engineering for both lots, so there would be additional costs from the engineering firm. The committee is asking the town of Middlesex to approve $2,500 option to buy with the understanding that the deposit would go towards the purchase price if possible. Mary Just Skinner will abstain from any votes as she has represented the property owners previously. The board authorizes Dick Alderman to make the offer as discussed.

Motion: Bill moves to approve access permit for Robert & M. Scottie Brower and Linda A. Infante. Mary Just Skinner seconds, motion carries.
Cindy plans to send a letter to Martha Harris consistent with the discussion of the last meeting.
Budget meetings discussed. There will be a Select Board meeting held 12/18/07.
Correspondence A letter from VT State Police that they are commemorating 60 years of service to the citizens of Vermont.
Opinions News Letter – an article made mention that a majority of the board must vote for motion in order for a board to act.
