Minutes of the Middlesex Select Board Meeting of 12/06/2005
Present: Walter Kelley, Bill Callnan, Mary Just Skinner, Cindy Carlson, June Lakin, Peter Hood, Mary Alexander, Gary Lamell, Susan Clark, Abe Lewis,
Meeting called to order at 6 30 pm
Motion: Mary Just Skinner moves to appoint Thea Schwartz to the Budget Committee. Mary Alexander seconds, motion carries.
Motion: Mary Just Skinner moves to approve the minutes of 11/22/05. Walter seconds, motion carries.
Susan Clark, Town Meeting Solutions Committee The Town Meeting Solutions Committee has compiled with the help of John Riley and Bill Callnan charts of the town’s budget. The charts outline how the tax dollars are spent for both the municipal budget and the breakdown between school, municipal and special articles. The charts will be printed in the Town Report and be a hand out a town meeting.
The History of Middlesex being published by Sarah Seidman and Patty Wiley is expected to be ready for sale by Town Meeting. It was suggested to have a slide show start about 15 minutes before town meeting showing photos that are part of this publication. Susan suggests that the Town Report be dedicated to Russell Alger, Band Stand Committee or Sarah and Patty for the book. The Solutions Committee is working on childcare for town meeting.
Gary Lamell, Road Commissioner Gary submitted a proposed budget for 2006-2007 in the amount of $412,150 with an increase of $33,646. Gary has included a 3% salary increase and took a substantial increase for gas, oil and diesel. A truck purchase will be made in 2006 for one of the large trucks. Gary will see if he can do a pre-buy for diesel and oil.
Other Business The Community Land Trust has asked the Town of Middlesex to designate Central Vermont Community Land Trust as a community development organization making them eligible to serve the municipality to provide affordable housing to assist low and moderate income homeowners.
Motion: Mary Just Skinner moves to designate Central Vermont Community Land Trust as a qualified non-profit community development organization to carry out community development activities on the Town Middlesex’s behalf. Bill seconds, motion carries. The resolution was signed.
Peter has been contacted by the Middlesex United Methodist Church to write a letter of recommendation for a historical grant application they are submitting for improvements to the steeple. Driveway Access Permit Motion: Bill moves to accept the driveway permit for Devin & Renne Smith. Mary Just Skinner seconds, motion carries.
