Pandemic Planning
At the suggestion of Middlesex Residents at Town Meeting, the Select Board has formed a Committee to develop a plan in the event of a widespread pandemic. The Committee will prepare a report discussing but not limited to: What will actually occur in your life if there is a pandemic? Will you go to work? Will your kids stay home from school? How will your community services work if employees are sick? Is your local hospital prepared to deal with the influx of people who fall ill?

New Webmaster, March 2005
Our first webmaster, the man who physically created this website from absolutely nothing, the person who nurtured it through its first couple of years, and who was instrumental in gathering its information (and the updates and the corrections) and who created communication channels between the “webmaster” and the community and its organizations and our town officials and the committees and commissions (I could go on like this for while - but won’t).... is leaving us for a while. I wish I could say he’s taking a vacation or a leave of absence but, in fact, he’s been deployed to Afghanistan with his Vt. Nat’l. Guard unit. The Middlesex Town Meeting Solutions Committee wishes him the best of luck and we eagerly await his return.

In the meantime I, Greg Whitchurch, am attempting to hold down the fort. Please feel encouraged to provide ideas or feedback to me (click here) regarding any aspect (however nit-picking) of the website, its contents, its apparent intentions, or whatever.

Susan G. Komen Breast Cancer Foundation
Central Vermont Medical Center has received a grant of $10,500 from The Vermont Affiliate of the Susan G. Komen Breast Cancer Foundation. The grant, which has increased by over $2,000 from last year, will help fund CVMC’s free mammogram program for women who are without health insurance or whose health insurance carries a prohibitive deductible. “We are pleased with this latest support from the Susan B Komen Foundation,” says Daria Mason, CEO & President of CVMC. “We know that breast cancer is a serious problem in our region and the respective missions of the Komen Foundation and Central Vermont Medical Center will help improve the quality of life and save lives in central Vermont.”

Mammograms can aid in the early detection of breast cancer and may provide a life-saving screening. Annual mammograms are recommended for all women beginning at age 40, earlier for women at high-risk. This year’s award, combined with CVMC subsidies, will provide mammogram screenings for as many as 90 women in central Vermont between April 1, 2004 and March 31, 2005.

Those who access the Breast Care Project will simply need a physician’s referral and an appointment for a mammogram at Central Vermont Hospital. Referrals may be obtained from the woman’s current healthcare provider, Planned Parenthood, the People’s Health & Wellness Clinic and other referral sources. At Patient Registration, prior to their mammogram appointment, women will indicate their wish to use the Breast Care Project for payment.

SUBJECT: Property Reappraisals  DATE: JUNE 19, 2003
TO: OWNERS OF PROPERTY IN MIDDLESEX

Over the past three years, the Listers have attempted to keep owners aware of the dramatic increase in property value in town. Each year the State of Vermont carries out an analysis of sales in town and compares the sales (or market) value to the listed (or appraised) value used in the Grand List. This analysis uses data from the most recent 3-year period to determine two factors - the common level of appraisal (CLA) and a coefficient of dispersion (COD). The CLA is basically a measure of average listed values of valid sales in town as a precentage of their sale price. The COD is a measure of scatter of CLAs or how equiteble the appraisals are across all propertires in town. Towns are expected to maintain listed values at 100% of market value (or a CLA of 100%). A COD of 10 is considered good.

Act 60 requires a mandatory reappraisal when CLA falls below 80%, or when the COD exceeds 20. In January of 2000, our CLA was 98.81% with a COD of 9.36. Both of these values were good and probably rank in the top 10% in the State. In January of 2003, these values slipped to a CLA of 86.62% and a COD of 15.03, reflecting the increased market values.

As a result of the above, the listers recommended to the Selectboard that the Town undertake a reappraisal of all property in town. The last such reappraisal took place in 1991. In addition to the CLA and COD problem, there is another factor driving this recommendation. The State is going to a new appraisal system, so that we would need to carry out a major change in property assessment to accommodate that change. Because of the above, the Selectboard agreed with the Lister’s recommendation and have contracted with the Vermont Appraisal Company (VAC) to carry out the reappraisal. This reappraisal will form the basis for the 2004 Grand List. VAC is the company that did the 1991 reappraisal, which has worked well for the Town and it is expected that their new effort will be equally sound.

VAC will be starting their survey of all properties on or about the first of July (2003). The survey will entail an on site review (inspection) of each property in Town. That review will be conducted by Rich (Richard) Lewis of VAC. In some cases he will be accompanied by one or more of the Town Listers. Rich or his representative will be contacting the property owners for an appointment either by phone or letter. It is expected that the appointment will be for about half an hour. The listers wish to thank you for your cooperation in this activity and your past help in our efforts.

For those owners who have unlisted phone numbers, it would be appreciated if you would contact Rich Lewis at 802-476-8129 to make arrangements for an appointment. Likewise, those property owners who are seasonal or weekend residents could aid Rich by letting him know when you will be in town.

Middlesex is now online. The work of the many volunteers that brought you the “Middlesex Operator’s Manual” now brings you the Town of Middlesex website. The website is built around the “Middlesex Operator’s Manual” as its core. We’ve added additional items and made corrections where needed. This website is another means to communicate among ourselves and others about our town. In the spirit of the telephone party lines of the past and of the general store bulletin boards nowadays, if you have something you would like “pinned up” on the website contact Susan Clark or the webmaster. This website is a town resource (even though no town funding is used to support it), so put it to use.

Anyone who operates a website knows that you need to provide a way for visitors to contact people by e-mail. Spammers have techniques to gather e-mail address from website, called e-mail harvesting. To combat this menace we are using techniques (Javascript snippets) that allow users to send e-mail to contacts on the website, but prevent spammers from harvesting e-mail addresses.
